The Dance of Death (kill moves mod). If you have the same mod i suggest finding a different Kill Moves mod that works with Dawnguard crossbow animation. If you don't have the Dance of Death mod and it's still not working, i suggest you do what i did.

Depending on the targets armor rating crossbow might be better, or bow might be better. This means a player will simply equip what they prefer, rather than feeling forced to min-max with whatever is more damage all the time. Since it's so hard to sneak due to the loud noise when it fires, you wear heavy armor, and that combined with the 50% stagger chance (75% with power shot) makes you much less likely to die in open combat. This is like blocking & bashing with your shield, which raises your overall chance of combat success by quite a bit. By adding all these crossbows, you've enable a non-stealth / non-magic style of ranged combat from level 1 to 80 that was unfortunately missing from vanilla Skyrim. I would say embrace that.
